U.S.-Nordic Relations: Diplomacy in the Arctic and Beyond

In an era marked by environmental challenges, tumultuous geopolitical and economic interests, which bring along heightened security concerns, the insights of the panelists would offer a crucial understanding of the role diplomacy plays in fostering cooperation among Arctic nations. These former Ambassadors bring firsthand experiences serving in the region, along with their deep understanding of diplomacy and global affairs, and will provide invaluable lessons on multilateral negotiations, strategic partnerships, and the evolving importance of the Arctic on the world stage.

As ambassador to Iceland from January 2015 – January 2017, Robert Barber was President Obama’s personal representative to Iceland and led the U.S. Embassy-Reykjavik team of Americans and local staff. Barber was responsible for managing all facets of the diplomatic relationship between the United States and Iceland and for developing commercial, cultural, educational, and other collaborations between individuals and organizations in both countries.

Rufus Gifford is a former U.S. Ambassador, senior aide to Presidents Obama, Biden and Vice President Harris, civic leader, public speaker, an advocate for Democratic causes. From 2013 to 2017, Gifford served as the U.S. Ambassador to Denmark where he led efforts to address the effects of climate change, build international coalitions, and invest in clean energy. He was awarded the Grand Cross of the Order of the Dannebrog by Her Majesty Queen Margrethe II of Denmark for his meritorious service.

Ambassador Barry B. White is an experienced and very successful senior leader and manager in both the public and private sectors. He served with distinction as the U.S. Ambassador to the Kingdom of Norway/Chief of Mission of the Embassy in Oslo from October 2009 until September 2013. Prior to his service as Ambassador, he was an associate (5 years) and partner (35 years) for a total of 40 years at Foley Hoag LLP, a major law firm in Boston; he served for over 13 years as the Chairman and Managing Partner.

Erik Dalaker, Co-Founder and Co-Chair of Global Affairs Program at the Institute of Politics at Harvard Kennedy School, and Jennifer Spence, Director of the Belfer Center's Arctic Initiative, will co-moderate.
